Heat the butter and add the shells. Stir for 10 minutes. Add the cooking wine, lemon, bay leaves, peppercorns, garlic, salt, and water. Simmer for 18-20 minutes.

Place the dutch oven back onto the heat. Add the milk and heavy cream. Stir to combine and cook for 3 minutes. Stir in the lobster meat and cook for another 2 minutes.
