Whisk the powdered milk, powdered sugar, unsweetened cocoa powder, white chocolate, milk chocolate, and powdered coffee creamer in a bowl. Pour 1/4 cup into the bottom of the cello bag. Follow with chocolate chips and mini marshmallows.
